§ 1-1-1. Authority of county governing authority to regulate traffic and animals.

  • Article VI, Section I of the Constitution is hereby amended to add at the end thereof a new paragraph to read as follows:

    "The governing authority of Henry County is hereby authorized and empowered to adopt ordinances and regulations, including but not limited to traffic and animal control regulations, for the governing and policing of the unincorporated areas of said county for the purpose of protecting and preserving the health, safety, welfare, and morals of the citizens thereof as it may deem advisable, not in conflict with the general laws of this state and of the United States, and for the implementation and enforcement of all duties and powers now or hereafter vested in said governing authority; and to provide penalties for violations of such ordinances, setting the nature and amount of such penalties or punishments; and to have same enforced in the court which shall have jurisdiction in Henry County over such offenses."
