There is created the position of deputy clerk of the board of commissioners. The deputy
clerk shall assume the duties and powers of the clerk in the absence of the clerk
when empowered to so act by the board of commissioners. The powers, duties, and compensation
of the deputy clerk shall be as provided by the board of commissioners.
