The board of commissioners of Henry County shall have the power to levy, assess, and
collect a license fee from any person, firm, or corporation, except those subject
to regulation by the Georgia Public Service Commission, who may maintain a place of
business or who may in any manner engage in any type of business in any area of Henry
County outside the incorporated limits of municipalities located therein.
