Chapter 3. PROTECTION OF NATURAL FEATURES AND RESOURCES |
§ 3.06.00. Groundwater recharge protection.
3.06.01.
Generally.
A.
Purpose. The provisions of this section are intended to protect groundwater as follows:
1.
Restricting land uses that generate, use, or store dangerous pollutants in recharge areas;
2.
Limiting density of development; and
3.
Ensuring that any development that occurs within the recharge area shall have no adverse effect on groundwater quality.
B.
Applicability. The provisions of this section apply to all lands mapped as significant recharge areas by the Georgia Department of Natural Resources (DNR) in Hydrologic Atlas 18, 1989 edition, as amended, or as identified in the comprehensive plan.
3.06.02.
Determination of pollution susceptability. Limitations on land use activities are based on the degree to which the aquifer is susceptible, or at risk, to pollution from spills, discharges, leaks, impoundments, application of chemicals, injections, and other human activities. The Georgia DNR has prepared maps of pollution susceptibility, which categorize land in areas of high, medium, and low potential for groundwater pollution. These maps shall be the basis for determining the locations for limited land use activities set forth in subsection 3.06.03.

At a minimum, the liner required for new agricultural waste impoundment sites shall be constructed of compacted clay having a thickness of one (1) foot and a vertical hydraulic conductivity of less than 5 × 10 -7 cm/sec or other criteria established by the U.S. Soil Conservation Service.
B.
