No unauthorized person shall maliciously, willfully, or negligently break, damage,
destroy, uncover, deface, or tamper with any structure, appurtenance, or equipment
which is a part of the sewage works. Any person violating this provision shall be
subject to immediate arrest for violation of laws of the state.
(b)
Any person violating this section shall become liable to the authority for any loss,
damage, or expense incurred by the authority including, but not limited to, all costs
of labor, material expenses, loss of income, attorney's fees, expert witness fees,
court costs, surveying/engineering expenses and any out of pocket funds expended by
the authority, by reason of such violation and shall be punished as hereinafter provided.
