No industry will exceed the pretreatment limits as established by the EPA in accordance
with sections 307(b) and (c) of the act (33 USC 1347) which applied to a specific
category of industrial users.
(b)
No user shall ever increase the use of process water or in any other way dilute a
discharge as a partial or complete substitute for adequate treatment to achieve compliance
with a pretreatment standard or requirement. The authority may impose mass limitations
on industrial users who are using dilution to meet applicable pretreatment standards
or requirements or in other cases where the imposition of mass limitations is appropriate.
